Manila, June 11, 2026 – The First Meeting of Angola’s Diplomatic and Consular Missions accredited to Asia and Oceania concluded this Thursday (June 11, 2026) in Manila, the capital of the Philippines.
Chaired by Miguel Dialamícua, Director for Asia and Oceania at the Ministry of Foreign Affairs, the meeting brought together Angola’s ambassadors accredited to the Philippines, Australia, Korea, India, Japan, East Timor, and Vietnam, as well as the Consul General in Guangzhou. Angola’s ambassador to Indonesia also participated remotely.
The event was also attended by the Minister-Counselor and the Vice-Consul, representing the Angolan Ambassador to China and the Angolan Consul General in Macau, respectively, as well as officials from the consular sectors and diplomats.
The meeting, held on June 10 and 11, 2026, recommended strengthening regional coordination among diplomatic and consular missions and that the ideas discussed be submitted for consideration at the meeting of the Ministry of Foreign Affairs’ Expanded Advisory Council, to be held this year.
The participants analyzed the situation and concluded that it is necessary to establish at least two data collection centers for the issuance of identity cards, specifically in the Philippines and Australia, or mobile units, to meet the growing needs of the Angolan community residing in countries in the region.
In the area of consular affairs and citizen mobility, reflections were shared on visa exemption regimes and migration facilitation, with a recommendation to conduct further comparative studies and develop balanced mechanisms that reconcile the facilitation of movement, the promotion of tourism, the attraction of investment, and the safeguarding of national security interests.
For this reason, they advised that the Ministry of Foreign Affairs and the Ministry of the Interior consider whether current legislation is appropriate for visa exemption mechanisms (free of visa), which waive the payment of fees for entry into the country, or visa-free entry, which requires the completion of pre-departure documentation and the payment of a service fee to embassies, consulates, or online.
Participants advocated strengthening the role of diplomatic missions as active instruments of economic diplomacy, focused on mobilizing investment, diversifying exports, and promoting strategic partnerships, particularly in the sectors of agriculture, fisheries, tourism, critical minerals, energy, infrastructure, manufacturing, technology, education, and technical and vocational training, as well as identifying business opportunities and facilitating business contacts.
They emphasized the importance of intensifying high-level official visits, regular political consultations, and bilateral dialogue mechanisms as a means of accelerating the implementation of legal instruments, boosting economic relations, and strengthening Angola’s political presence in the countries of the region.
The need for Angola to position itself strategically regarding emerging economic opportunities in the region was reiterated, including industrial supply chains, clean energy, technology, the pharmaceutical industry, medical tourism, human capital development, energy security, agribusiness, and preferential access to Asian markets, through the strengthening of national export capacity and the attraction of investment to value-added sectors.
The Heads of Diplomatic and Consular Missions agreed that this meeting will now be held every four months (virtually) and annually in person, and that the next in-person meeting will take place in Japan.
The First Regional Meeting of Angola’s Diplomatic and Consular Missions in Asia and Oceania was chaired by Miguel Dialamícua, Director for Asia and Oceania at the Ministry of Foreign Affairs, representing Minister Téte António, and the conclusions and recommendations were read by Angola’s Ambassador to Korea, Sianga Abílio, in his capacity as Spokesperson.
The event also featured a significant cultural component, provided by young members of the Angolan community residing in the Republic of the Philippines.
The cultural segment featured a performance by Samuel Kudijinguiça “Kudy” on the violin, Feliz Fernando (vocalist), and dancers Eli-zandra Ricardo, Edvânia Fortuna, Laura Chinguia, and Gabriela Ferro.
