On Tuesday in New York, Secretary of State for Planning Luís Epalanga expressed Angola’s interest in taking cooperation with Japan to a new level by establishing an institutional framework for collaboration in the areas of strategic planning, public investment management, public policy evaluation, public-private partnerships, and institutional development.

According to a statement from Angola’s Permanent Mission in New York, Luís Epalanga was speaking during a meeting with Japan’s Minister of State, Tsuji Kiyoto, on the sidelines of the United Nations High-Level Political Forum on Sustainable Development (HLPF).

In the area of technical cooperation, the Angolan official advocated strengthening the partnership with the Japan International Cooperation Agency (JICA) by expanding technical assistance programs, training national personnel, and supporting the implementation of priority projects under the National Development Plan, as well as ensuring greater alignment between the Agency’s programs and Angola’s strategic priorities.

Luís Epalanga also encouraged more active participation by the Japanese private sector in the Angolan economy, highlighting existing investment opportunities in the sectors of energy, agriculture, infrastructure, logistics, manufacturing, critical minerals, the digital economy, and urban development. In this context, he proposed organizing a Japanese business mission to Angola, with the aim of fostering contacts among investors and identifying projects of mutual interest.

Importance of TICAD

The Secretary of State also reaffirmed Angola’s commitment to the Tokyo International Conference on African Development (TICAD), considering it a prime platform for strengthening cooperation between Japan and African countries, particularly in mobilizing investment, fostering technological innovation, developing human capital, and financing infrastructure projects.

At the end of the meeting, both sides reiterated their willingness to continue deepening institutional dialogue and strengthening a partnership based on innovation, sustainable development, investment, and shared prosperity, for the benefit of both peoples.
