His Excellency Ambassador Téte António, Minister of Foreign Affairs, said today, Sunday, in Luanda, that the Republic of Angola, strongly believes that dialogue is the best way to achieve peace and stability worldwide.

His Excellency Ambassador Téte António, who was speaking by video conference at the Ministerial Meeting of Preparation of TICAD-8, was hold on March 26 and 27 of this year, in Tokyo, Japan, said that the Republic of Angola, through the Biennial of Luanda, consolidated its commitment to contribute to the promotion of a culture of peace in the African continent, and expresses its willingness to help achieve the goals set by African leaders.

According to the Head of the Angolan Diplomacy, in order to build peace and sustainable stability in Africa, the African leaders need to attend to various factors, of which we highlight the “Respect for the Constitution of each State”, the “Consolidation of Democracy”, the “Fight against corruption, nepotism” and other evils that negatively affect the economic growth of States. On this path is also good governance for the establishment of the social well-being fare of the population.

Finally, His Excellency Ambassador Téte António, took the opportunity to thank the Government of Japan for the support it has provided to the African continent through the COVAX initiative and praised the joint efforts of the African Union and the Government of Japan, which through this platform of open and inclusive dialogue, has contributed to the socio-economic development of the continent.

The ministerial meeting of TICAD-8, to be held next August 27-28 in Tunis, Tunisia.

On July 16, 2020, the Government of Japan announced that the Republic of Tunisia would host the 8th Tokyo International Conference on African Development (TICAD), to be held in 2022.

The Government of the Republic of Tunisia and the co-organizers of TICAD, UNOSAA, UNDP, African Union Commission (AUC), World Bank and the Government of Japan express their strong commitment to the TICAD process for building a prosperous and peaceful future for the African continent.

This will be the second TICAD High Level Summit to be held in Africa, after Kenya hosted TICAD-6 in Nairobi in August 2016.

Africa is the continent with unlimited potentials for economic, social, and human development, undergoing significant transformation in line with the African Union’s Agenda 2063 and the United Nations Agenda 2030.

At the same time, Africa, like every other continent on the globe, is currently facing a serious human security crisis due to COVID-19 that threatens the entire spectrum of people’s life, survival, livelihood, and dignity.

With its history of more than a quarter century, TICAD is gaining even more importance as an inclusive multilateral conference to address development issues in Africa, including in the area of health and private sector development.

Considering the outcomes of TICAD -7, held in Yokohama in August 2019, the TICAD co-organizers will continue to fully support Africa-led development for TICAD-8 in close collaboration with the host country, Tunisia.

Angola and Japan analyzed this Saturday, March 26, in Luanda, the broadening of their bilateral cooperation, which necessarily involves the facilitation of mechanism to enable the finalization of pending legal instruments and the need to create the Joint Commission between the two countries.

This proposition was expressed this morning, in a virtual meeting, held at the headquarters of MIREX, which joined His Excellency Ambassador Téte António, Minister of Foreign Affairs of the Republic of Angola, and His Excellency Mr. Yoshimasa Hayashi, Minister of Foreign Affairs of Japan.

During the bilateral meeting, the two ministers reviewed issues of bilateral and multilateral interest, focusing on development projects in Angola and the international current issue, centered on the conflict opposing Russia and Ukraine.

On the bilateral issue it was agreed that Angola and Japan should fine-tune their mechanisms to move forward with pending projects, such as financing for demining, agreement on visa facilitation, MIREX computerization, liberalization of the investment and intervention in health and agriculture sector.

In the area of multilateralism, the parties pointed out the ongoing conflict between Russia and Ukraine, with the negative impact on the rise in oil prices.

In this particular point, His Excellency Ambassador Téte António, said that Angola has done its own part for there to be a dialogue and peace between Russia and Ukraine, taking into account the experience lived during its 27 years of civil war.

He clarified, however, that the African conflicts should deserve attention from the international community, having also referred to the next Extraordinary Summit on Combating Terrorism and unconstitutional Regime Change in Africa, to be held in May, in Malabo, Equatorial Guinea.

The bilateral meeting between His Excellency Ambassador Téte António, Minister of Foreign Affairs of Angola and His Excellency Yoshimasa Hayashi, Minister of Foreign Affairs of Japan, were attended, among other participants, by His Excellency Ambassador Clemente Camenha, Director of the Asia and Oceania Directorate of MIREX, and by His Excellency Jiro Maruhashi, Ambassador of Japan in Angola.

His Excellency Ambassador Téte António, Minister of Foreign Affairs, received on Friday morning, March 11th of this year, the Head of the Diplomatic Mission of Japan in Angola, Jiro Maruhashi, with whom he discussed information regarding the ministerial meeting of TICAD-8, to be held next August 27-28 in Tunis, Tunisia.

The Ambassador of Japan in Angola, Mr. MARUHASHI Jiro, signed two donation agreements for a total of USD 1,181,195 (One Million, One Hundred Eighty One Thousand, One Hundred Ninety Five American Dollars) under the program of “Assistance to Community and Human Security Projects (APC)” of the Embassy of Japan, aiming to support demining activities to be implemented by the national NGO Association of Angolan Professionals against Mine Action (APACOMINAS) and the international NGO Mine Advisory Group (MAG) with all Covid-19 protection measures in place.

The signing ceremony of the agreements was held, between Mr. MARUHASHI Jiro Ambassador of Japan and the responsible person of the two above mentioned NGOs, on March 3rd at the official residence of the Ambassador of Japan, witnessed by His Excellency Eng. Leonardo Severino Sapalo, General Director of ANAM (National Agency for Mine Action) and Brigadeiro Ramos Miguel, General Director of INAD (National Demining Institute).

This donation aims to support the “Project of Demining at the Municipality of Quibala in Kwanza Sul Province”, to be carried out by APACOMINAS that will demine an area of 950. 000 square meters, aiming to maximize the agriculture potential of the region and ensure the improvement of working conditions of farmers who engage in family farming, and the “Project of Demining at the Municipality of Luena in Moxico Province” to be implemented by MAG which proposes to demine about 280,000 square meters to ensure safe movement of people and goods, as well as to help the development of the city of Luena. There is also the expectation that the projects will contribute to the renewal of the data of the demining plan of the country.

Angola and Japan reviewed last Wednesday in Luanda the state of bilateral cooperation in various fields.

To talk about further strengthening of the relationship, His Excellency Jiro Maruhashi, Ambassador of Japan in Angola, visited the headquarters of the Ministry of Foreign Affairs and discussed with His Excellency Domingos Custodio Vieira Lopes, Secretary of State for International Cooperation and Angolan Communities of Ministry of the foreign Affairs, about new economic areas of activity not yet explored between the two countries.

They took this opportunity also to share information on the 8th Tokyo International Conference on African Development (TICAD8) and to analyze issues related to the operation of the Japan International Cooperation Agency (JICA) in Angola.

The meeting between His Excellency Domingos Custódio Veira Lopes and the Japanese Ambassador in Angola was also attended by the Counselor-Minister António Rafael, Head of Far East and Oceania Department of the Asia and Oceania Directorate (DAO) of Ministry of the foreign Affairs, 3rd Secretary Euclides Zage and Januário Macamba, Advisor to the Secretary of State for International Cooperation and Angolan Communities of Ministry of the Foreign Affairs.

Bilateral cooperation between Japan and Angola started in 1988 as emergency aid through the United Nations International Children’s Fund (UNICEF).

UNICEF aims to promote the protection of children’s rights, supply basic needs for them and contribute to their development, and is present in 191 countries and territories around the world.

UNICEF is the only organization in the world that is specifically dedicated to children.

Japan, located in the far east and known as the land of the rising sun, is made up of a relief archipelago consisting of the Islands: Kyushu, Honshu, Shikoku and Hokkaido.

An island country in the Pacific Ocean, it has dense cities, imperial palaces, mountainous national parks, and thousands of shrines and temples.

The Shinkansen bullet trains connect the main islands: Kyushu (with the subtropical beaches of Okinawa), Honshu (where located the capital city Tokyo and the Hiroshima atomic bomb memorial site) and Hokkaido (famous as a skiing destination).

Tokyo, the capital, is known for its skyscrapers and stores and pop culture.

His Excellency Ambassador Téte António, Minister of Foreign Affairs, received this Wednesday morning, in audience, His Excellency Maruhashi Jiro, Ambassador of Japan accredited in Angola and discussed matters  to deepen the  relations of friendship and bilateral cooperation.

The meeting, which took place at the Angolan diplomatic headquarters, was attended by Ambassador Clemente Camenha, Director of the Asia and Oceania Directorate of the Ministry of Foreign Affairs, by Counselor Álvaro Lutucuta, Head of the Department of Strategic Studies and Analyses of International Cooperation Directorate and by Mr. Desire Zinga,  Consultant to the Minister’s Office.

Bilateral cooperation between Angola and Japan began in 1988 as Emergency Aid through the United Nations Children’s Fund (UNICEF).

After the end of the civil war in 2002, as a result of the visit of the then Foreign Minister of Japan, Mrs. Yoriko Kawaguchi, a study mission was sent in February 2003 to support the Peacebuilding, after that Japan has been implementing various assistance in the areas of “Demining”, “Social reintegration of ex-soldiers” and “Reintegration of Refugees”.

Under bilateral cooperation, Japan has provided food aid, assistance to farmers, poverty elimination programs, refugee repatriation assistance, water supply facilities, elementary school construction, and communication network, with a focus on basic infrastructure.

Within the framework of economic cooperation, in recent years Japan’s knowledge and experience is being utilized in the areas of rice cultivation development and vocational training.
