H.E. Augusto da Silva Tomas, Minister of Transports of Angola and His Highness Sheikh Ahmed bin Saeed Al Maktoum, Chairman and Chief Executive, Emirates Airline & Group, at the signing of the strategic partnership agreement in Dubai.

The four executive directors appointed by Emirates Airline are already in Angola to join the new board of directors of TAAG, Angolan Airlines.

The CEO of TAAG, Joaquim Cunha, said the new executive directors would assume their respective positions soon, under the strategic partnership agreement signed in September 2014 between the Government of Angola and Emirates Airline, through which, TAAG will be under the management of a team of executives from Emirates.

The agreement provides for a new governing model for TAAG which will be managed by a nine-member management board: five appointed by the Angolan Government, namely, the Deputy CEO and four non-executive directors while Emirates will represented by four executive directors, that is, the CEO and three directors in charge of the commercial, operation, finance and administrative departments.

The new General Labour Law, approved on June 15 this year, came into force on 14 September. According to the national director of Public Administration, Employment and Social Security, Agostinho dos Reis Amândio, the main objectives of this new law is to promote social justice and the creation of more jobs in order to enhance economic growth.

Speaking at a seminar about the new law, Agostinho dos Reis Amândio, added that the previous labor law was in a historical, socio-economic and political context different from the present, and for this reason a new legal framework was created to provide greater accountability and dignity between employers and employees.

Angola and Namibia intend to identify new areas of cooperation and will continue to work to strengthen their parliamentary ties. This was pledged by the Speakers of the Parliament of Angola and Namibia, Fernando da Piedade Dias dos Santos and Peter H. Katjavivi, respectively, during a meeting that took place on the sidelines of the 4th World Conference of Speakers of Parliament held at the United Nations Headquarters in New York from August 31 to September 2.

During his stay in New York, the president of the Angolan parliament also held a meeting with this Kenyan counterpart with whom he discussed, among other issues, the preparations for the Forum of Parliaments of Member States of the International Conference on the Great Lakes Region (ICGLR) which will be held in Angola from December 1-3.

Fernando da Piedade Dias dos Santos also held separate talks and discussed issues of bilateral interest with his counterparts from Brazil, Burundi, Guinea Bissau, Mozambique and Serbia

The Angolan Foreign Minister will meet with the diplomatic corps accredited to Angola to discuss about the upcoming ministerial level International Conference on Maritime and Energy Security, which will be held in Luanda (Angola) on October 7-9, with the support of the Governments of the United States of America and Italy.

The event aims to contribute to the strengthening of national and international initiatives in response to threats on the Atlantic coast, particularly in the Gulf of Guinea. For Angola, the formulation and application of a maritime strategy that can effectively respond to present threats and opportunities in the context of the development of the so-called “blue economy” is crucial.

It is expected that the conference will produce a Luanda Declaration on Maritime and Energy Safety as well as be an opportunity to gather ideas and experiences for the further development of a Strategy on National Maritime Security in line with the interests and the regional role of Angola.

Angola will host on August 27-28 the Meeting of the Ministers of Finance and Governors of the Central African Banks, the African Caucus. The meeting is an important opportunity for African leaders, represented by their Ministers of Finance, Planning and Governors of the Central Banks, to jointly present in a coordinated and organized way the major and current concerns affecting the economies of the African continent, namely the building of infrastructures and industrialization.

Among the issues scheduled to be addressed by six panels, include the General Overview of the Regional Economy, Economic Transformation and Diversification, Discussion on the 2015 African Caucus Memorandum as well as the Financing of Regional Projects connected to infrastructure.

Angola was formally designated as the leader of the African Caucus Group in 2015 at the event that took place from September 3-4, 2014 in Khartoum, Republic of Sudan.

Founded in 1963 as the African Group of Governors of the World Bank Group and the IMF, the African Caucus aims to strengthen the voice of Governors of African Banks on important issues related to the socio-economic development of Africa, within the Bretton Woods Institutions.

The Ministers of Finance of Japan and of the Republic of Angola Shaking Hands

The Minister of Finance of the Republic of Angola, Armando Manuel and the President of Japan International Cooperation Agency (JICA), Akihiko Tanaka, signed on August 17 in Tokyo, Japan, a 23.64 trillion yen loan agreement. The loan designated as “Development Policy Loan” was preceded by an Exchange of Notes signing ceremony held in Luanda (Angola) on July 31.

The three-day visit to Japan by the Angolan minister was aimed at strengthening the financial cooperation between the two countries. During his stay in Tokyo, Minister Armando Manuel held separate meetings with his Japanese counterpart, Taro Aso, with the State Minister of Cabinet Office and Secretary-General of the Japan-African Union Parliamentary Friendship League, Yasutoshi Nishimura, with the Executive Managing Director and COO of the Japan Bank for International Cooperation (JBIC), Koichi Yajima as well as with senior officials from Japanese financial institutions and private companies.

In this visit to Japan, Minister Armando Manuel was accompanied by the Director for Asia and Oceania of the Ministry of External Affairs, Ambassador Samuel Cunha, the Director of the Public Debt Management Unit of the Ministry of Finance, Angelica Paquete and had the support of the Embassy of the Republic of Angola in Japan.

The Angolan Head of State, José Eduardo dos Santos, received on August 18, at the Presidential Palace in Luanda a message from his counterpart of Uganda, Museveni Yoweru. The message was conveyed by Uganda’s Defense Minister, Crispus Kyonga, acting as a special envoy of the Ugandan leader.

Asked by the press about the current situation in the Great Lakes Region, particularly the crisis in Burundi, Crispus Kyonda briefly stated that the Ugandan President had been appointed as a mediator for conflict between the government and the opposition.

José Eduardo dos Santos is the current President of the International Conference on the Great Lakes Region (ICGLR), a regional body established in the aftermath of conflicts that marked the Great Lakes region in 1994.

ICGLR member states include Angola, Burundi, Central African Republic, Congo, DR Congo, Kenya, Uganda, Rwanda, Sudan, South Sudan, Tanzania and Zambia.

Private investment in Angola will be faster under the new Private Investment Law, adopted on August 11, said the Minister of Economy Abrahão Gourgel.

Speaking about the new law at a seminar held on August 17 on “Private Investment”, Abrahão Gourgel said the role of the National Private Investment Agency (ANIP) will be transferred to ministries and enabling the private investments process to be done faster as ministerial departments will deal directly with investors.

The previous law, according to the minister, enabled Angola to attract a great volume of investments, nevertheless the country faced difficulties in regards to attracting high quality investments. He said the new law sought to eliminate red tape and barriers to private investment as well as regulate the repatriation of capital.

The new Private Investment Law gives priority to partnerships with the private companies and defines what constitutes an Angolan company. According to the Minister, the new law defines as an Angolan company a company in which at least 51 percent of the share is Angolan owned.

The Zambian government’s intention to import, in the near future, oil from the Republic of Angola was the main issue discussed on August 10 at the Presidential Palace in Luanda during a meeting between the Angolan Head of State, José Eduardo dos Santos, and the Zambian Deputy Minister at State House, Mulenga Sata.

Addressing the press after the meeting, Mulenga Sata said that his country currently imports oil and oil by products from the Middle East at a high cost and, in this context, Zambia being a neighbor of Angola “we find it more convenient to import this product from this country.”

“The Republic of Angola has projects related to the construction of oil refineries and we need to take advantage of it, as well as in the chapter of generation of electricity and gas from Angola to Zambia,” he said.

Visiting Angola for the first time, the Zambian official expressed that he was quite impressed with Angola’s current development level.
